Do they have people dressed in traditional costumes in the procession? I love fairs as well. Anything that shows me how the native people of a country celebrate peaks my interest. I'd love to see this. Are the monsoons over in October?
Has anyone been to the Kila Raipur Sports Festival? It is like a rural Olympics of sorts, with races of all kinds. There is bulluck cart, dog, daredevil riders, motorbike, stallion and even tractor racing. It sounds like a fun event to go to.

You could always buy a modest one piece bathing suit and a beach wrap to wear around. I believe some of the locals wear western type swimsuits to the beaches. Look at pictures of the beaches online and you will be able to see what the usual beach attire is.
I believe the weather goes from hot and humid summer to monsoon season then warm fall. Seems to me the best time to visit is December to February, when the weather is moderate but still summer like to us Americans.

Mango chutney is my favorite as well, my mother makes it with a little bit of a bite to it. I will put it on toast, meats like chicken or pork. I've tried other chutneys but mango is my favorite.
