Best time to visit Valley of Flowers in Uttarkand

There is a valley of flowers in Uttarakhand, which I want to go and see, there is no point in going when there are no flowers or the flowers are toward their end stage, I would like to go when the flowers are in full bloom.
Please suggest which month of the year I should visit?
 
The best time to visit the valley of flowers in Uttarakhand would be during July and August this is when the flowers are in full bloom.
 
Where exactly is the valley of flowers in Uttarkand. I am hoping it is not too far so I can make a 2 day trip.
 
The valley of flowers is in the Chamoli district near the town Joshimath. Sometimes due to a change in weather conditions the blooming of flowers maybe delayed so it would be a good idea to call the tourism board or even a hotel in the area to ask about the valley of flowers before you plan your trip.
