Hi there, welcome to the forum!
The cancellation charges levied for different types of tickets are also different. So if you have a confirmed ticket, the charges for cancelling it differs from a RAC or waitlisted ticket. Also, the time that you're cancelling the ticket is also very important, the closer to the scheduled departure of the train that you cancel it, the higher would be the levied charges. However, whether you booked online or through a counter, the cancellation charges are the same.
1.
Waitlisted Tickets or RAC Tickets + Waitlisted Tatkal Tickets
Cancellation Charges for Waitlisted or RAC Tickets (Including Waitlisted Tatkal)
Class | Minimum Clerk Charge | Cancellation of 48 Hours Before Departure | Cancellation of 48 to 12 Hours Before Departure | Cancellation of 12 to 4 Hours (Up to 30 Minutes) Before Departure |
1st AC | Rs. 60 | Minimum Clerk Charge | Minimum Clerk Charge | Minimum Clerk Charge |
2nd AC | Rs. 60 | Minimum Clerk Charge | Minimum Clerk Charge | Minimum Clerk Charge |
3rd AC | Rs. 60 | Minimum Clerk Charge | Minimum Clerk Charge | Minimum Clerk Charge |
SL | Rs. 60 | Minimum Clerk Charge | Minimum Clerk Charge | Minimum Clerk Charge |
2nd Class (Reserved) | Rs. 60 | Minimum Clerk Charge | Minimum Clerk Charge | Minimum Clerk Charge |
2nd Class (Unreserved) | Rs. 30 | Minimum Clerk Charge | Minimum Clerk Charge | Minimum Clerk Charge |
For the waitlisted ticket, RAC ticket or waitlisted tatkal ticket, these are the levied charges. As you can see, depending on the class of ticket, the minimum clerk charges differ. While the unreserved second class ticket has a minimum clerk charge of Rs. 30, all the other classes have a minimum clerk charge of Rs. 60. It doesn't matter when you cancel the ticket too, whether it's 48 hours before the scheduled departure of the train or 4 hours before the scheduled departure of the train, the charges remain the minimum clerk charge. But if you cancel your ticket after 30 minutes before the scheduled departure of the train, there would be no refund given to you anymore.
Service Charges & Service Taxes for Waitlisted or RAC Tickets (Including Waitlisted Tatkal)
Class | Service Charge | Service Tax |
1st AC | Rs. 40 | Rs. 6 |
2nd AC | Rs. 40 | Rs. 6 |
3rd AC | Rs. 40 | Rs. 6 |
SL | Rs. 20 | Rs. 3 |
2nd Class (Reserved) | Rs. 20 | Rs. 3 |
2nd Class (Unreserved) | Rs. 20 | Rs. 3 |
In addition, there are also service taxes and service charges levied upon the passenger who cancels a ticket. You would need to add these charges into the minimum charges mentioned in the previous table. So for example, for a waitlisted Sleeper (SL) class of ticket, this would the total charges incurred:
- Waitlisted SL Ticket - Minimum Clerk Charge (Rs. 60) + Service Charge (Rs. 20) + Service Tax (Rs. 3) = Total (Rs. 83)
Adding all these charges up, you would get a total deduction of Rs. 83. If the ticket price is 650, you deduct the Rs. 83 to it, so the amount that would be refunded to you would be Rs. 567.

Class | Minimum Clerk Charge | Cancellation of 48 Hours Before Departure | Cancellation of 48 to 12 Hours Before Departure | Cancellation of 12 to 4 Hours Before Departure |

2nd Class (Unreserved) | Rs. 30 | Minimum Clerk Charge | Minimum Clerk Charge + 25% Deduction | Minimum Clerk Charge + 50% Deduction |
For a confirmed ticket, these are the levied cancellation charges. As you can see, it is important that you cancel your ticket at least 4 hours before the scheduled departure of the train. Beyond that, no refund would be given anymore even if you cancel your ticket. If you cancel your confirmed ticket 48 hours and above before the scheduled departure of the train, you would be charged just the minimum clerk charge. If you can cancel your confirmed ticket, 48 hours to 12 hours before the scheduled departure of the train, there's an additional 25% deducted in addition to the minimum clerk charge. And if you cancel your confirmed ticket 12 hours to 4 hours before the scheduled departure of the train, you would subjected upon a 50% deduction plus the minimum clerk charge.
Service Charges & Service Taxes for Confirmed Tickets
Class | Service Charge | Service Tax |
1st AC | Rs. 40 | Rs. 6 |
2nd AC | Rs. 40 | Rs. 6 |

SL | Rs. 40 | Rs. 6 |
2nd Class (Reserved) | Rs. 20 | Rs. 3 |

There are also service charges and service taxes that are incurred when cancelling a confirmed ticket. You would also need to add these charges into the above mentioned minimum clerk charges plus the percent deducted depending on how late or how early you cancel your ticket. So for example, a First AC (1AC) class of ticket, these would the charges incurred, if you cancel it 48 hours to 12 hours before the scheduled departure of the train:
- Confirmed 1AC Ticket - Minimum Clerk Charge (Rs. 240) + 25% Deduction of Fare (25% of Rs. 1,000 = Rs. 250) + Service Charge (Rs. 40) + Service Tax (Rs. 6) = Total (Rs. 536)
So for example, the ticket price is 1,000, you can deduct the total levied charges to this so your refund would be Rs. 464.
3.
Confirmed Tatkal Tickets
For confirmed tatkal tickets, no refund would be given regardless of the time you cancel it. But it's still best to cancel your ticket so the seat can open up for waitlisted passengers.

2nd AC | Rs. 40 | Rs. 6 |
3rd AC | Rs. 40 | Rs. 6 |
SL | Rs. 20 | Rs. 3 |
2nd Class (Reserved) | Rs. 20 | Rs. 3 |
2nd Class (Unreserved) | Rs. 20 | Rs. 3 |
Service charges and service taxes still apply though. So in addition to the minimum clerk charge, you need to add the service charge and service tax. For example, you have a 3rd AC class of ticket:
- Partially Confirmed 3AC Ticket - Minimum Clerk Charge (Rs. 60) + Service Charge (Rs. 40) + Service Tax (Rs. 6) = Total (Rs. 106)
If the ticket costs Rs. 500, you deduct these charges into it, giving you a refund of Rs. 394.
