I dont think so. There are no beaches in India that "allow" nudity. It is not impossible to spot a few girls here and there going topless but they just lie there and don't walk around topless if you know what I mean. Having said that, there are no beaches in India that "allow" nudity. It is illegal for females to be topless in public, it is a different thing that you are able to do that on some private beaches but that does not mean it is legal.
 
Fully agree with Vinaya, there may be few spots on Anjuna beach Goa but not it is illegal to go topless or nude.
 
You'll be fine! It's a beach no one really dresses conservatively unless their country is on red alert/lockdown. You'll be surprised to know that India and as I read from earlier comments, Goa is quite progressive. So go on have fun, remember to put on sun screen and have the time of your life. Don't go topless though unless it's a nude beach.
 
I've been to some of the fine beaches in South Goa and can attest that wearing a bikini is nothing out of ordinary here. This is probably because South Goa beaches are less crowded and frequented mostly by foreigners. You may get a few long stares or the occasional catcall In crowded beaches such as Calangute and Baga where the majority of the crowd is mainly Indian but overall most parts of Goa are "bikini-friendly."
 
When ever I go for a holiday abroad I find it ok to wear a bikini but in Goa I do not like people staring and making it so obvious that they are staring some people stare as they aproach and then turn their heads while they walk past and that is not acceptable atall, it makes me uncomfortable. I have been to beaches in Greece, Spain, Thailand, and Philippines and there is no such problem there. Another reason is that Indian girls dont want a tan including me as we already have a wheatish complexion. Even while abroad I normally sit in the shade unless it is too cold for comfort.
 
I would say just decide that when you get there. If you're staying at a resort with private beaches or a pool, bikinis will probably be the norm. But, if you go to a public beach judge that based on what other people are wearing. If it feels appropriate then it probably is.

I have been to Goa numerous times and I have never had any problems wearing a bikini. You probably wont find many Indian girls wearing a bikini but there are plenty of foreigners who do.
